Billy G. Halley "Whoso would be a man, must be a nonconformist." - Ralph Waldo Emerson
Billy G. Halley was born on September 8, 1930 in Tallulah, Louisiana to Charles Marcus and Bess Louise Gaither Halley. His childhood might have been penned by Mark Twain. He grew up in Start and Monroe, Louisiana.
At 17 he lied about his age and followed his brother, Charles, into the service, joining the Navy. Eventually, he was stationed at the US Naval Supply Depot in Utah where he met Virginia Shurtliff. They married on May 10, 1952. Their marriage was later solemnized in the Salt Lake LDS Temple. Virginia sadly passed on May 12, 1977.
Bill did find love again and married Paula Carnan on December 7, 1977. They were sealed in the Ogden LDS Temple within a year, and were still married at the time of his passing.
He had five children with Virginia and three with Paula. He loved them and was proud of them all. He had gained great wisdom from a life of full experience and it is the greatest testament to him that his children never stopped asking for his advice. After retiring from the Navy, Bill was employed as a civilian at Hill Air Force Base where his creativity served him well. He was employed as Zero Defects Administrator, and he developed an Employee Motivation Program that was expanded and used throughout the Air Force. He was also Chief of Internal Information and the Command Level Speechwriter, writing speeches for generals.
Bill was also the combative and honest mayor of Washington Terrace from 1978 to 1981. His relationship with the Standard Examiner was often antagonistic, with the Mayor continually in the right. While he was Mayor he was Chairman of the Double Taxation Committee in the Weber Area Council of Governments, and Chairman of the Overall Economic Development Committee in Weber County among others. He did not "wait for others to remedy the evil" a" he did it himself.
Two of his greatest passions were writing and photography. He combined both and became a freelance photojournalist as well as a professional photographer. He was a proud member of The Professional Photographers of America and Wedding Photographers of Association.
He preferred Shakespeare to all, Steinbeck to Hemingway and Beethoven to Mozart. He believed poetry to be the greatest of all the arts. Bill was also a member of Mensa International. Meaning he was a Genius. Officially.
Bill was a convert to the LDS church and served in many capacities including Sunday School Teacher, Sunday School Presidency, High Council Member, and Bishop.
Bill is survived by his wife, Paula; children, Marc (Debbie) Halley, LuAnn (David) Casto, Randy (Cyndi) Halley, Alison (Steven) Hamblin, Andrew (Janet) Halley, Jordan (Lindsay) Halley, Jesse Halley, and Rachael (Michael) Seegmiller; 19 grandchildren, and 9 great-grandchildren so far.
He was preceded in death by his wife, Virginia; mother, Bess; father, Charles and brother, Charles Marion Halley.
Funeral services will be held at on Saturday, October 20, 2012 at 11 a.m. at the Washington Terrace 6th Ward, 4760 South 200 East. Friends may visit with family on Friday from 6 to 8 p.m. at Lindquist''s Ogden Mortuary, 3408 Washington Blvd. and Saturday from 9:30 to 10:30 a.m. at the church.
Interment, Lindquist''s Washington Heights Memorial Park, 4500 Washington Blvd.
