Frank Joseph Mousley

Frank Joseph Mousley—devoted husband, cherished father, and beloved friend—passed away peacefully on May 25, 2024, due to complications from a car accident. He was surrounded by family in Layton, Utah. He was 80 years old.

Born on February 21, 1944, in Thief River Falls, Minnesota, Frank was the son of Emmett and Vyrna Mousley. He grew up in a close-knit town where his father was the owner and sign maker of the Emmett Mousley Sign Company while his mother cared for their children. The family ran a farm where Frank and his siblings learned a strong work ethic. The Minnesota charm rubbed off on “friendly Frank.”

Frank received his bachelor’s in history from St Cloud University and his master’s in education and counseling from the University of Wisconsin—Oshkosh. For 20 years he taught at Appleton Xavier High School where he was voted educator of the year twice, also serving as Department Chair and head tennis coach. The next 20 years Frank was a guidance counselor at Appleton North High School where he effectively supported students in their personal and academic goals and challenges. Guided by a love of community, Frank served as an alderman on Appleton’s City Council for 5 terms, including as President.

Warm, loving relationships were the center of Frank’s world. He was a devoted, patient, and loving father. Throughout his life, Frank enjoyed playing and teaching tennis and golf, which was the source of many close friendships. He shared a deep love and true friendship with Vicki, his wife of 29 years. Their life was filled with love, laughter, family, faith, travel and competitive games of euchre!

Frank could always be counted on for his silly sense of humor and selfless acts of service. He will be remembered as a man of character, integrity, and genuine warmth who could strike up a conversation and become friends with anyone he came into contact with. He is profoundly loved and deeply admired by each of us.

In addition to his sweet wife, Frank is survived by his children and grandchildren, Amy (Karl, Emmett, Eden, Logan), Jamison, Heide (Steve, Ethan, Quintan, Ava), Janell (Josh, Joshua, Jacob), Alissa (Marco, Arianna, Enzo, Massimo, Victoria), and Lorri; his siblings, Katherine (David), Maureen (Gretchen, Lief); Margaret (Matthew, Hannah, Morgan), and Sheryl (David, Joseph); and many other relatives and friends who will miss him dearly. Frank was preceded in death by his daughter Lisa in 1986.

A celebration of Frank’s life will be held at Lindquist Mortuary in Syracuse, Utah, on Saturday, June 1, 2024, at 11:00 a.m. 869 South 2000 West, Syracuse UT. In lieu of flowers, the family requests donations be made to the Appleton Education Foundation in Frank’s memory.
